This is a permission issue. IIS 6/WIn2k3 require a lot of configuration and settings adjusted for components to run.
Makre sure the ASP user account has rights to access the AWSReportWizard2.dll object.

Also, make sure that ASP is enabled because, IIS 6 comes with ASP disabled by default.
