I was hoping to see if it is possible to use this tag when creating the links to other reports.. I think this might help clarify for my users what they clicking on.

Are you refering to the navigation links (<<First/Last>> buttons) or the links within the datagrid?

For within the report you can use the TextReplacement format to enter a hyperlink with a title attribute as follows:

<a href='http://search.yahoo.com/search?p=#TEMP#'
title='search yahoo for #TEMP#' target='_blank'>#TEMP#</a>

Note that I use but single-quotes for the attribute values.
